We need more info than that. Tell us as much as you can about your setup, e.g.: what's the version of each layer you're using?
It very much looks like you're trying to use meta-browser from a branch which uses rust-target-config bbclass - which only exists since Honister (3.4) - with OpenEmbedded-Core/Poky from before Honister.
