Summary: Make yarn rmadmin tool support failover function

Currently,yarn rmadmin can not support failover.This failover step is just the
same as step :
yarn rmadmin -transitionToStandby -forcemanual rm1
yarn rmadmin -transitionToActive -forcemanual rm2
