I agree with Yatin here and I am closing this bug for Neutron as in
Neutron those rules are marked as deprecated with deprecate_reason
already. The issue seems to be in the custom policy used in the
deployment (custom from neutron point of view, as default rules from
neutron code are not used in that case).
