Whenever you debug an issue with fullstack scenario, it's helpful to get
access to logs for services like keepalived. These are not produced /
not collected it seems. (I've downloaded all logs from
https://bugs.launchpad.net/neutron/+bug/2087862 and couldn't find
anything relevant there.)
Without the logs, it may be hard or impossible to debug a gate failure.
These should be included in published archives.
