When running Neutron L3 agent in containerized environments
(Kubernetes), there is no reliable way (probes) to determine when the
agent has fully initialized its HA routers.
Proposed solution is to add a simple file-based tracking mechanism that
monitors L3 agent's HA router initialization status so it (file content)
could be used by (liveness/readiness/startup) probes.
