Public bug reported:
We manage a cloud infrastructure with extensive network resources and
frequently experience unprovoked router failover events. We believe
these are false positives, likely triggered by high load on network
nodes and overall network fabric instability.
We suspect this issue could be mitigated by reducing the sensitivity of
Keepalived. However, the relevant parameters appear to be hardcoded in
Neutron and are not configurable through the existing configuration
files. The specific parameters in question are:
- `vrrp_script/fall`
- `vrrp_script/rise`
- Ping timeout
We would greatly appreciate the ability to configure these parameters
via the Neutron configuration files, rather than relying on hardcoded
values.

- OS: Ubuntu 22.04, Kernel 5.15
- Deployment: Kolla-Ansible
- L3 HA Legacy mode
