Hello Ihar: The default "security group default rules" is a different API. This API [1][2] allows to create a set of rule templates for the default SG. In other words: we can define what rules will be automatically added to a project default SG, instead of the hardcoded ones.
The flag "security_group_rule.belongs_to_default_sg" is a new field added to the SG rules resource. It is documented in [3] (implemented in [4]). Regards.
