I want to create the default sg rule which is not for custom sg (it means used_in_non_default_sg is false) using CLI command. There is 'openstack default security group rule create' command, but it doesn't have the option to set 'Used in custom Security Group' false. The default value for used_in_non_default_sg is true, and '--for-custom-sg' option makes used_in_non_default_sg true too.
