Public bug reported: As documented in the Neutron API [0], it is allowed to create a subnet without a gateway_ip.
This may be useful if you want to control the routes using the extraroutes API [1]. At present the Neutron OVN driver will create a default route with an empty dst-ip in the OVN database in case of the gateway_ip not being set.
