centos6 is no longer supported, and there's no reason to invest in
anything using a jinja version that old.

Bug description:
some changes to the jinja rendering left older versions of jinja (2.2.1, as
found in centos 6) broken.
this meant that any place we use jinja was busted, and that includes
./packages/brpm.
