[ovn] metadata functional tests don't support Chassis_Private
This adds support to test_metadata_agent tests for OVN versions
that have the Chassis_Private table.

Bug description:
The OVN metadata agent functional tests don't support OVN versions
that use the Chassis_Private table. The gate doesn't break due to
using older OVN, but running locally on centos-stream fails.
