Public bug reported: I'm launching a Debian 10 image on Openstack Kolla. The VM has static IPv4 and IPv6 addresses.
The VM uses DHCP to get its IPv4 address (which works) and cloud-init writes to /etc/network/interfaces.d/50-cloud-init for the static configuration; however, this is not honoured by the system as the original dhcp config in /etc/network/interfaces remains intact.
