Description

When we boot a instance required accelerator device, for example, flavor
extra_spec set key-value: accel:device_profile=xxxxx,on nova-conductor, nova
will called cyborg api to create and bind arq, then call nova-compute to build
instance, but if same error happend on nova-compute, nova-compute will call
nova-conductor to do reschedule wthout cleanup arqs which had been create and
bind on nova-conductor before.
