Public bug reported: I've setup a 20.04 system similar to how I have an 18.04 image setup, but for some reason cloud-init isn't running on boot with 20.04 like it is on every boot with 18.04. This is running in a VMware environment.
These base images were created from kickstart and have the same base packages installed. I 'apt install cloud-init cloud-initramfs-growroot' on both, and have the same /etc/cloud.cfg on both. The 18.04 system will run cloud-init on each boot as I see the 120 timeout trying to get to the http:// source host, but 20.04 literally just boots like no cloud-init is installed/running and lands me right at the login prompt. I ran 'systemctl enable cloud-init' and didn't receive an error, and a 'systemctl list-units | grep cloud-init' shows no units, where on 18.04 I see 3 unit files.
