Ironic Horizon panel shows blank page if Ironic is deployed in a
different region

Bug description:
If you have a multi region deployment of OpenStack and Ironic /
Horizon live in different regions, the Ironic panel under "System ->
Ironic Bare Metal Provisioning" shows a blank page.
I am deploying using Kolla-Ansible and have enabled the Ironic panel
by setting `enable_horizon_ironic` in the region where Horizon is
active. I believe this is an issue with the panel rather than Kolla-
Ansible as the panes do show in the navigation bar but when pressed
you just see an empty page.
I have also confirmed that there is the expected behaviour when Ironic
and Horizon both live in the same region.
