In a dvr environment,fip namespace and snat namesapce and instance with
floating ip shall take a floating ip from the external network dhcp
pool.If my fip pool is exhausted by those stuffs, creating a new compute
node fails due to the new fip namespace need a floating ip from the
pool.
I think it may be necessary to add an exception handling method here to
process the situation I just mentioned
