Horizon just calls the nova os-hypervisors API [1]. The description of "vcpus" in the response says "This does not take allocation ratios used for overcommit into account so there may be disparity between this and the used count.".
If you would like to see "vcpus" considering the allocation ratios, the bug should be filed against nova to improve its API. Marking this as Won't Fix in horizon.
