django.urls is present in Django 1.11 and our requirements.txt requires Django >=1.11 both for python 2.7 and python 3. Thus the Django version in requirements.txt is valid.
In addition, we no longer support Django 1.8 as of Train release. I don't know which release you are talking about though. I'm not sure how this will work with python2 though.
