Well there are obviously problems on the controllers because there are
DB connection errors in the logs.
You could try using --os-compute-api-version 2.34 to avoid the RPC
timeout but that kind of error is generally symptomatic of bigger
problems, like failures connecting to the conductor or scheduler
service, or the scheduler taking too long, or the DB being down, etc.
This isn't a bug, it's a support request so I'm going to invalidate it.
