Remove Neutron LBaaS
Neutron-LBaaS has now been retired and there will be no Train
release[1]. This patch removes neutron-lbaas references from
neutron.

Bug description:
neutron-lbaas was deprecated for some time and is now completely
retired in Train cycle [0]
From a quick grep in neutron repository, we still have references to
it as of June 17.
Some examples:
* Admin guide page [1] on configuration and usage
* LBaaS related policies in neutron/conf/policies/agent.py
* L3 DVR checking device_owner names DEVICE_OWNER_LOADBALANCER and
DEVICE_OWNER_LOADBALANCERV2
* Relevant unit tests (mostly related to previous feature)
We should drop all of these from neutron repository
