Bug description:
I have an environment,the value of disk_available_least is 34G,the
value of free_disk_gb is 49G.I parallel boot(execute nova boot
twice,and the interval of two operation is very short)two instances
with flavor，which the value of disk is 20G.Becuase the total disk
value of two instances is greater than the value of
disk_available_least,so the expected result is that one spawn succeed
and one spawn failed, but actual result is all of two instances
spawned succeed.
