When VM is deleted this MAC has to be cleared so other ports may be bound to same device without conflicts. If try spawn a VM with another direct-physical port - we have "Neutron error: MAC address 0c:c4:7a:de:ae:19 is already in use on network None.: MacAddressInUseClient: Unable to complete operation for network 42915db3-4e46-4150-af9d-86d0c59d765f. The mac address 0c:c4:7a:de:ae:19 is in use." The proposal is to reset port's MAC address when unbinding.
