Correct fwaas_v2 scenario in neutron
The neutron command line can not create fwass_v2 resources,
and so replace it with the openstack command line.

Bug description:
Fwaas_v2 can only use the openstack command line to create resources, not
using the neutron command line.
openstack cli restful api /v2.0/fwaas/
neutron cli restful api /v2.0/fw/
