neutron routers are down

Bug description:
it seems that Red Hat Openstack 14 has problems implementing Virtual
Bridges .. it affects Neutron service (Networking) on Openstack ,
Network interfaces on the Routers should not be DOWN state , I need a
fix if there is any ... see attached
