Description:
Plug in a USB devcie to SUT, then copy a file from external USB device to
desktop, found the coppyed file icon will overlap the external USB device icon
on desktop.
Expected Behavior:
The file should not overlap the external USB device icon on desktop.

by chance)
Steps to Reproduce:
1. Plug in a USB device to SUT.
2. Copy a file from USB external device to desktop.
3. Found the coppyed file icon will overlap the external USB device icon on
desktop-->Problem(plz refer to video)
