`enabled_vgpu_types` flag has been set in nova.conf to set enabled vgpu type of
current host. The example is wrong, it should be
[devices]
enabled_vgpu_types = ['GRID K100', 'Intel GVT-g', 'MxGPU.2', 'nvidia-11']
Check nova/conf/devices.py to see the example.
