The port is correctly detached from the vm in case it's deleted. Also
it's correctly unplugged from instance on libvirt level, in case of
libvirt driver.

Bug description:
When a neutron port is attached to a VM, it can be deleted. This is
possible without detached from VM first.
A condition should be added to avoid deletion of neutron port if it is
attached to VM (device id being not None).
