LBaaS : Deleting a Pool that is connected to a Vip should be disabled

Bug description:
In the LBaaS UI the user is able to select one or more pools and ask to
delete them.
According to Neutron LBaas Model - deleting a Pool that is connected to a
Vip is not allowed.
The UI should disable the deletion option for those pools that are connected
to a vip.
