When using an abbreviated CIDR such as 10/8 in a router creation,
keepalived segfaults. This issue affects non-ha routers as well.

neutron router-update UUID --routes type=dict list=true
destination=10/8,nexthop=10.0.0.1 list=true
destination=10.1.0.0/12,nexthop=10.10.10.1

I'm hesitating between fixing it in the client or fixing it in neutron
itself.   What would be the best place to fix this?
