when running horizon plugin tests, we sometimes get an warning:
NoReverseMatch: Reverse for 'jsi18n' with arguments '('',)' and keyword
arguments '{}' not found. 1 pattern(s) tried:
['i18n/js/(?P<packages>\\S+?)/$'] in plugin tests

As far as I tested, it depends on PYTHONHASHSEED.
I am not sure this can happen in the horizon repo test.
