The problem is the following:
1. I am listening to all of the notification from neutron.
2. When I am creating a new nova instance, then I get notification about the
port creation and update. I receive there only notification with status="DOWN".
After a few seconds that I have received a notification of the status="DOWN",
I've checked the ports status using the command line and see that its status is
"ACTIVE", but no notification was sent about that on the oslo bus.
Can you please add notifications when the port status is changed?
