neutron db get_networks_count bug

Bug description:
My neutron version is mitaka.
My network has HA network and shared network and private network and
external network
I direct call neutron net-list in command-line
If I use admin count is ok, but I use non-admin count is wrong.
I print self._get_collection_query(context, model, filters).count() and
len(self._get_collection_query(context, model, filters).all()) in
neutron/db/common_db_mixin.py that function _get_collection_count, I found not
equal .
self._get_collection_query(context, model, filters).count() is larger.
I also print len(query.all()), query.count() before return query
neutron/db/common_db_mixin.py that function _model_query , also not
equal
get_networks_count result is 5, really itmes is 3. I guess get_networks_count
include HA network or tenant_id is emply items .
Is it sqlalchemy bug or neutron bug?
