IP address allocation is not correctly handled in nova boot

Bug description:
The IP address allocation is not correctly handled.
If due to any issue instance fails to get IP address from dhcp-server
configured in neutron network, then also horizon shows IP address.
User does not get any information about failure in getting ip address
until unless user looks into console logs of instance or tries to
login to instance using network address.
There must be some notification to user about this failure.
