Fail to open angular launch instance modal
Status in OpenStack Dashboard (Horizon):

Bug description:
Steps to reproduce:
1. go to project/instances panel
2. click launch instance action button to open the angular launch instance
modal
3. note that nothing happen on the ui after clicking the action button and
there's an error on firebug.

uibmodal is only available after angular bootstrap version 0.14.0.
