neutron-lib validate_ip_pools doesn't use valid_values kwarg

Bug description:
neutron_lib.api.validator validate_ip_pools [1], defines the
valid_values kwarg, but does nothing with it.
We can leverage the work done in [2] to add some basic verification of
this kwarg.
