It seems it started happening with the move to xenial, so maybe a
libvirt issue. https://bugs.launchpad.net/tacker/+bug/1515768 is a
previous occurrence of it.
Adding nova has thre is a 500, so there ought to be a bug.

From the nova logs it looks like a libvirt error[2]. Not checked if
this is a nova issue or not. Filing this bug to track it.
