Support upper-constraints in tox.ini
Openstack infra now supports upper constraints for all jobs.
Update tox.ini to use upper constraints for all jobs.

Bug description:
Openstack infra now supports upper constraints for releasenotes, cover, venv
targets.
tox.ini uses install_command for these targets, which can now be safely
removed.
