neutron-manage db-sync with sqlite db fails

Bug description:
We are building packages for Debian and we run an issue when we run
"neutron-manage db-sync" command with sqlite backend.
I use sqlalchemy with 0.7.8-1 release.

Note: It works with MySQL backend.
