'edit flavor' and 'modify access' both opening the same flavor access

Bug description:
In flavors table, while clicking the 'edit flavor' and 'modify access'
actions, both are opening the 'access control' tab.
this is wrong behavior.
'edit flavor' should open 'flavor information' tab
