ok, i got it. you guys were right, i made a mistake.

i read keystone source code , and found only user test code were written
in file identity/test_controller.py, so i decided to add the group test
code. there was a misunderstand for me.

actually, the v3 test code had been added in test_v3_identity.py.

how could i found the relative unittest code for the src code quickly,
is there some rules ?
