Current implementation does this. If a floating IP is associated, you
aren't given an option to associate another one. Instead it shows
"Disassociate ..."

Bug description:
If the instance has a floating ip, we can also click 'Associate floating IP',
but it report error.
Error: The requested instance port is already associated with another
floating IP.
