Keypairs automatically getting deleted

Bug description:
Hi,
We have two openstack setups, icehouse and kilo.
I have been facing an issue in icehouse, that the keypair I created
and used, got deleted when I tried to use it again. I faced this
situation three times where I created a keypair and the next day it
got deleted.
The keypair I have been using for kilo was available for about one and
half month and got deleted yesterday and so I created a new keypair.
But when I checked the new keypair today, it was also got deleted
today.
Checked the logs and have no clue what is going on!.
Do anyone have any idea, what is happening?.
