Release networking-powervm 2.0.0 and create stable/mitaka branch

Bug description:
We are requesting that networking-powervm release 2.0.0 be created. It
should contain everything up to the current tip of the master branch,
commit df396bc4163b2936ff400908fb1229f02f5b6bfd from March 3, 2016.
Creating this release should publish both a source package and a
python wheel to pypi.
Once 2.0.0 is tagged, the release branch stable/mitaka should also be
created for the Mitaka OpenStack release, with the 2.0.0 revision as
the Initial Revision for the branch.
