Public bug reported:
Neutron L3 agent fails to start if the neutron server is not running.
This is particularly annoying when we run multiple compute nodes with
only the agent and connecting it to nw/controller node.
There's been a partial fix which alleviates this to some extent with bug
#1368795, but still it gets timed out in cases where we need to restart
the agents in the nw & compute nodes.
