Number of Instances bar should not change when Resize Instance

Bug description:
When you resize an instance, the "Number of Instances" should not
change, but currently when you click the "Resize Instance" link under
Projects => Instances, there will be a green bar show up, which might
give user false impression that there would be some change in the
"Number of Instances", as shown in the attached screenshot.
