Even though we fix this issue in devstack and openstackclient , there
are still some cases where devstack is using Cinder v1 API, this is duo
to os-config-client's default config file is using v1 api endpoint.
openstackclient get the cloud endpoint through os-config-client. Please
take a look at this fix https://review.openstack.org/#/c/261787/
