The empty tenant ID tests need to be modified to expect an error condition, but this is not possible as Neutron's request handling fills in missing tenant IDs with the tenant ID of the logged in user. This is an error condition and should be handled as such. Fixing it in the request handling is going to require fixes in a lot more places in Neutron, I believe. I'll look for other similar tests that would expose such functionality.
