load instance failed from other compute node(Nova-networking)

Bug description:
pre-condition:
OS: ubuntu14.04;
nova-networking mode, one controller node, three compute nodes(compute1,
compute2, compute3), one block node;
only one NIC in every node;
Error description:
I load some instances, at first, some instances are load correctly in
compute1 node, when I load the fourth instance, it's create failed(HOST is
compute2 and status is ERROR) ;
the error logs(more information pls refer nova-compute.log as attachment):
