Unable to create VM from horizon due to neutron error

Ubuntu 15.10 : Openstack Liberty
I have ML2 plugin deployed as flat network without floating ip address
When I'm creating VM from Horizon there are 404 not found errors in logs and
error popping as
Danger: There was an error submitting the form. Please try again.

If one is not using floating ips then neutron/horizon should allow VM
creation for flat network.
I'm able to create VM from nova CLI but this error keeps popping.
