  Port not released after the instance is deleted

Bug description:
  I launched an instance with the command "nova boot --image image-id
  --flavor 1 --nic port-id=port-id vm-name1" and deleted this instance.

  I ran the same command again and a message prompt in the command line, 
telling me that "ERROR: Port id 4ffb4e17-f701-4644-8699-de6226e9beaa could not 
be found. (HTTP 400) (Request-ID: req-ce6b4152-f1f8-4258-8e42-96457aa2846c)
  ". However, the reality is the instance has already been deleted. I think it 
is an issue with the port release.
